Weighting note: per-state and per-county ps_pct_encrypted is source-weighted (each public-safety agency and serving trunked system counts once). The national headline of 16.95% is a distinct, channel-weighted metric (the share of individual public-safety voice channels) and is intentionally not reproducible by averaging the area rows below — see methodology.
